Paul Serafy joined Atlas Hall & Rodriguez as an associate in the transactional section on March 1, 2021. Paul combines the skills and knowledge he developed as a federal law clerk, commercial litigator, and political aide to craft pragmatic legal and regulatory strategies for businesses in the United States, and Latin American businesses entering Texas markets.

Paul was born and raised in Brownsville, and his family has lived in what is now Brownsville since his great-great-great-grandfather settled in Clarksville, Texas in 1869. He is fluent in Spanish.

Paul is a graduate of St. Joseph Academy (‘04), the University of Notre Dame (BA, ‘08), and Baylor Law School (JD, ‘15). During law school, Paul served as executive editor of the Baylor Law Review and was named to the Order of the Barristers. He also assisted in coordinating Baylor Law School’s Veterans Clinic. While completing a concentration in Health Care Law, Paul was awarded Baylor’s Charles S. Petty memorial award for law and medicine.

Before attending law school, Paul served as an aide to Senator John Cornyn in Washington, DC, and Governor Rick Perry in Austin, Texas. Paul began his legal career as a law clerk to the Honorable Ed Kinkeade in the Northern District of Texas, Dallas Division.

After clerking, Paul developed experience in a wide variety of high-stakes civil litigation and health care matters in federal and state courts while working for major law firms in Dallas and Brownsville. Paul now uses that experience to advise established businesses, startups, and entrepreneurs through formation, major acquisitions, cross-border transactions, legal and regulatory red tape, trademark applications, and litigation avoidance strategies. He was designated “One to Watch” by Best Lawyers in America.

Paul lives in Brownsville with his wife and four children. He is passionate about his hometown’s culture and growth and serving his community. He serves on the board of Trustees of Guadalupe Regional Middle School, and the board of directors of Proyecto Juan Diego. He is a lifelong parishioner of St. Mary’s Catholic Church. He is also a guitarist, pianist, singer, and songwriter.
